For the extent of the projects planned, there seems to be very little actual news. The Jeddah / Jazan line was meant to be operation by next year, but no work has started. No idea what has happened with the Landbridge since 2022, or all the talk about rail to Neom. Focus feels like it is shifting to Riyadh in preparation for expo 2030 and the world cup. Seems a lot of jobs in KSA expect from about 10 years experience and up depending on seniority.

7 years is a bit light on experience for a Western expat rail job in the ME. There are plenty of jobs available if you were happy to do it for the experience and take Indian/Filipino wages, but you wouldn't get what you were making in the UK for a job at (say) COSS level.
You might drop on, but you would need to know somebody - we have a couple of young British guys at our place in Qatar who have come in that way, although they are degree-qualified engineers.
I would say your best bet is to build up management experience in the UK first. Good luck.

As a western expat in the same industry you need more experience, if you’re apply for roles directly…unfortunately. You may not want to hear that but there are other nationalities which are just cheaper and also most likely have ME experience.
your best way in is leave Network Rail and join a large engineering consultancy and get 2-3 years experience and then seek an internal transfer.
