This may well be the case. However, the people who do set up in the free zones pay a hefty sum for the privilege, so don't see why the authorities should complain unless there is an illegal activity involved... and the fact is Dubai is so bureaucracy-ridden that it's hard to do much without some authority or other knowing what you're doing.

Perhaps they should be more selective before dishing out licenses.

its not as expensive as you think. for example if the set up costs for a one man company (ie branch of a company) is AED 35,000 in Media City as an example (which is about right as I checked) it comes with a residency visa. An individual can then move over there and become resident in a non income tax jurisdiction. If their income stems from abroad ie Europe, they no no longer pay income tax on it in there home country.

So the income tax savings easily off set the the start up costs........

obviously this is only applicable to those with (mobile) businesses.....but there are more around than you think!

Media City are a bit of a joke. We considered them as an option for a branch office because there are definite advantages but their questions were so intrusive!!! During the interview they wanted to know about suppliers, customers, actual operating cost figures etc... We told them we shouldn't need to divulge this sort of information as it has no relevance to gaining office space!! Obviously, the nature of the work you do may mean you don't mind giving this info but there was no way that we were prepared to..

Having said this, at the time we set up the free zone company, Dubai Media city was still under construction. We set the company up in the Ajman Free Zone and needed to put down a deposit of AED 300,000..
