I think the message here is clear.
If you don't like nightclub descrimination here, either...
(a) Vote with your feet - dont go
(b) Buy a nightclub and become part of the problem
(c) Accept it as part of living in Dubai, just like all the other problems of living here that you can't do anything about..

Except you can. If you complain to the Dubai tourist board they will investigate, if several people complain they tend to haul the management in.

Yes, and there is no discrimination in the UK despite there being anti-discrimination laws...
The problem is that people don't complain. I know someone who did (with evidence - there was a small group of them and others who could corroberate the story) and the management of the club were made to apologise and compensate.
The tourism authority has said that it would fine (and in worse case scenarios) close clubs down for repeated offences. But people aren't testing the theory out.
Certainly I think clubs have got much better over the past year or so - 360, double decker for example are far less discriminatory.
