From what I’ve heard, if there is no space in Oxagon, you are assigned to SBC (Southern Business Community). If there is nothing there, you are assigned an apartment in Duba. I hear these are newly refurbished studio apartments.
Not certain what the accommodation in SBC is but haven’t heard any complaints, either.
As far as who gets what, it is first come first served as the accommodations are pretty much uniform, with the focus as getting all employees together.

Last I heard -- and keep in mind these things change regularly -- SBC is no longer much of an option for new hires. They are either going to NC2, Duba apartments, or The Royal Tulip Hotel.
Time between Oxagon and sites:
Duba apartments: 30 minutes
Royal Tulip: 35 minutes
NC2: I think it is 90 minutes or so.
The times are estimates as |I don't have the bus schedule in front of me.
Last I heard -- and keep in mind these things change regularly -- SBC is no longer much of an option for new hires. They are either going to NC2, Duba apartments, or The Royal Tulip Hotel.
