I'm puzzled by the reference to the other Gulf states - so if someone 'tests positive' for gayness in Kuwait, he can be banned from entering the UAE??

Actually a similar test does exist in some of the European countries but in this particular case the tests are carried out on asylm seekers. Apparently some refugees, specially from Iran discovered a loophole in the European system for asylum seeking, and that is if they put a claim that they Are homosexuals and that they are running away from prosecution in their home land then their chances of obtaining a residency in Europe is nearly guaranteed. So words spread around quickly and many soon became proud homosexuals just for the sake of gaining a home in Europe. That trick was short lived as the authorities in Europe soon realized they were taken for a ride, so now any refugee wants to put this claim in his application he has to get ready for the medics

As usual you put in some of the story but not all. There is NO medical test. There is something called a Phallometric test "Gay asylum seekers are hooked up to a machine that monitors blood-flow to the penis and are then shown straight porn. Those applicants who become aroused are denied asylum." But it has been condemned and even in the Czech republic was used less than 10 times.

Not too sure if it will work in UAE but it opened fine here, turns out I am 30% gay but I did cry watching Green Mile and I wear pink shirts.
