Unhappy Driving License in Oman

So , My wife decided to learn how to drive and since she is with me here in Oman , doesn't have a driver's License from any other country , she knows the basics of driving without real driving experience , we decided that she should start practicing .
the thing is all driving instructors here are Omani and they come like once in a month or not at all , I am looking for an advice regarding what is the fastest way to get the License because I heard horror stories about people tried to pass the street test for 20 times or more with no success

obviously , its a huge deal here to get a license and I was wondering if you guys have any tips regarding that

Pay 400 upfront to the instructor to keep having lessons until you pass.
You will pass much quicker as they want you off their books ASAP.

great advice , I don't mind at all paying 400 OMR upfront
now the problem is to find a trusty driving instructor

any ideas ?
