How strict is this law ? My main concern is the UAE

Just get married its easier over here! People live together all time but most people i know are married. My friend just got married as they had to be marriedc to have the live in accomodation that came with her hubbys job!
Most people will asume you are married anyway!

I lived with my douglas hurd (now my trouble and strife) for a year in Mirdif. On about 3 occassions a man came to the door carrying out a 'survey' on residents in the area.

He DID ask how many people lived here, were we married etc..

I told him we were obviously and when he asked for our names, i referred him to my company HQ and asked him to divert any questions to them as it was their property...

Just be aware...
