Default Can anyone help?

Hi everyone,

I've been interviewing a few people here in Holland for a job in Dubai but am stuck with a question for which I can not find an answer. What is the difference between a residency visa and a the new ID card? As far as I understood from the various comments on this BE board you need the ID card when ever dealing with government staff, or am I wrong? Is that the only purpose of this card? If I would have someone sent over to Dubai in February 2009 wouldn't both the residency visa and ID card be issued at the same time?
