Default End of Contract-Flights and Quarantine?

Some staff members are coming to the end of their contracts and are eligible for a free fight ticket home. However, some will need to quarantine in their home countries, so should the KSA employer also pay these costs?

It's the kind of thing anyone senior will get covered, but anyone junior who would struggle to afford, won't.
