Will this be considered fraud
Hello,
My wife had her multiple entry visitor visa before our marriage and
visited usa two times, once before and once after. We got married two
years ago. I am a PR, but my citizenship process is in the pipeline. I
just finitshed my fingerprints. If she comes here again on a visit and
during her visit, if we pursue I-130 and I-485(assuming i will get my
citizenship by that time), can this be looked as fraud by INS? This
has been bothering me a little.

Possibly. As a rule of thumb, you reduce the risk of that happening if you
file the I-130/I-485 at least 60 to 90 days after she arrives in the US.
It may also be a good idea to ask an attorney; I think some attorneys
recommend filing a "fraud waiver".
