In our situation, it was:
1) we had to wait for our justice of the peace to submit our completed
marriage license to the city hall, then wait for city hall to process
it and to send it out.
2) lack of time: filling everything, reading the latest information
about fees, documents that need to be included or not, etc. is very
time consuming. back from our honeymoon, it took us roughly 3 evening
& nights (going to bed after 1am) in order to get everything together,
since we were both working at that time. We would have prepared
everything earlier if we had known that it was so long...and if we had
not been way too busy moving in, assembling furniture, looking for
jobs / working, preparing our wedding day, ceremony and reception,
preparing for my family that came for our wedding, despite the
extremely short notice, ...

we would have filed that same day if we could but it takes several days to get the marriage certificate from city hall...everyone has reasons for waiting to file for AOS but i think everyone files when they're able to financially, physically, etc.
