This information is different for each consular post, and you have not said
which post you will be using. Here is some information:
http://www.mindspring.com/~docsteen/...o/visainfo.htm; accept the
conditions; go to DCF: Which visa?
You may have no choice; you may have to stick with the INS Service Center
filing. Many posts will not do direct filing. Many posts which do direct
filing have restrictions on it, for example, that the petitioner must be
residing in the home country. You should check this for yourself by
calling, writing, or faxing the consular post.

[Thank you Sylvia!
My friend also a US Citizen lives in Las Vegas but went back to the native country (Bulgaria) and filed directly for his mother. He was told it will take 3 mo at the most. So thats what I am thinking of doing. I did not know that every Consulate has different rules on who can file. More info is most helpful.

poli, it sounds as if you are in luck. Follow the link I gave you to the
information about DCF. It appears as if Bulgaria does DCF and it's much
shorter.

I-130 for parents
Thank you for your answer.
I was wondering who actually approves the I-130s at the Consulate? I am flying to my country for one week and I need to know when the I-130s will be approved. Will they tell me at the Consulate while I am filing them?
Also I have a question on my Affidavit of Support. I-864. I am sponsoring both my parents at the same time and on the form it says to list the names of other immigrants I have filed to sponsor. Now, do I list my mom's name on my dad's form and vise versa?
Also in part 3 it asks to list names of people acompaning the immigrant. Do I list each my parent's names? Or can I sponsor both my parents with one affidavit? Thanks in advance.

The I-130s filed at consulates are actually approved by INS, just like any
other I-130s. The differences that they are sent to foreign INS offices.
Some consulates have INS offices attached, others will forward I-130s to
the nearest consulate that has one.

I'm not sure. I thought that one single I-864 was enough for both of them,
but I'm not positive. http://travel.state.gov has a page dedicated to
I-864 instructions.
