I read somewhere that even after a consulate approves a k1 or k3,
something called SAO is needed.

Is this a security clearance ?

Is it confined to a select list of countries (where is that list
posted?) or all countries ?

I think my buddy's fiancee is in limbo for two weeks in Mumbai for
this, and my fiancee's interview is coming up soon.
