TSC I-130 immediate relatives application processing date advanced from
March 24, 2001 to June 8, 2002 in the entire year 2002.
Is there any information when the process will gain speed in 2003.
Is AILA planning to discuss the I-130 IR delay/backlog with TSC ?

Maybe I am confused, but judging by your dates they actually made 3
months worth of progress in the backlog (At the beginning of 2002 they
were processing applications just over 9 months old while at the
beginning of 2003 they are processing applications just over 6 months
old).
I doubt raising an issue of actual progress will get anywhere with the
INS (seeing as they really do not care much about efficiency anyway).
Also, it could be worse, you could be under the CSC's jurisdiction
(although NSC and VSC are better).

There was a typo.
The date advanced rom March 2001 to
June 8, 2001 in 2002. Just 3 months progress.in a year. TSC is
currently processing June 8, 2001.
If AILA introduces the topic for
discussion at TSC/AILA meeting, there
is always a possibility TSC can do
something to reduce the backlog.
