Spouse of green card holder can come to the US sooner?

Can anybody update me on the law that defines when a spouse of a green card holder is
allowed to join her other half in the US? Did a law change recently that allows the
spouse to enter the US before their GC comes through?

You are probably referring to the V visa. Check out the link below:

Under certain specific conditions, the spouse may be eligible for a V visa to join
their permanent resident spouse until their PD. Basically it's restricted to those
applications pending prior to the LIFE act becoming law (December 21st 2000 if I
remember right) and which had been pending for three years.
