He might try the russian-women-l mailing list. However, seems to be
full of more than a few people that want to play games with agency
women.

I am marrying a Russian woman. Two of my very best friend work for a
marriage agency in Russia. I have found whether it is a local woman
(usc),or a forgien woman. It doesn't matter. If they want to scam you,
they will. I have also found that most men who's intentions are to
find a woman that is out of the league. Those men are usaully blind to
reality and are most likely to be scamed. I'm not saying anyone in
this post is such a person. I'm saying common scence and education
will keep most people from being scamed. Remember; If it is to good to
be true, than it ussauly is.
