quick question re waivers

Regarding an I-212 waiver...We are in this process right now. My husband is in
Guatemala and of course that is the embassy we will be dealing with. He needs a
waiver of deportation and we are planning to complete the waiver and supporting
documents and submit it to Vermont for processing. Another couple, same
country/embassy is going through the same process however their lawyer tells them
that they can bring the waiver with them to interview, skipping the service
center altogether. Does anyone have any knowledge of this? It doesn't make sense
to me to bring the waiver to the interview and have the consular officer look at
it and deny/approve on the spot. Seems to me the logical step is the service
center, then embassy.
