There is no issue with the intent to marry. The issue is the intent to marry with the express purpose of remaining in the US to adjust status to residency based on marriage to a USC. Since that will not be your intent, then you are fine. As stated above you can marry in Vegas, or anywhere else in the US, that you and he want to marry. You just cannot stay in the US after the marriage and file for adjustment of status. Your husband will file the I-130 for you and then eventually you will go to an interview at the US Consulate in London or if you wish, in Portugal since you are a citizen there, and get your Immediate Relative Visa, in your case it will be conditional (CR-1).

This, as mentioned, is the best approach for you. So read up on the IR-1/CR-1 visa. There are numerous threads here on this and information available on the wiki. It will take from 8 to 12 months from start to finish.
