Opening Provisional File - Getting Packet 3
I understand some embassies will open a prov. file and send out the packet 3
to your fiancé once you provide them with a copy of your approval notice.
Is this done by faxing the embassy? Calling? Snail mail?
Someone also said that anyone can walk into an embassy and request a packet
3 at any time. Is this true? I'd like to get Janette started on all this as
soon as possible.

It really depends on the consulate. Frankfurt told my fiance as long as he had the actual approval notice in hand they would open a file before they received the notice.
When you do get the notice, and if they will open the file, it is best to either fax it (unless they want an original) or take it there personally.

It is true that some consulates allow you to open provisional files before the approval, but that is not necessarily the case with all the consulates. You haven't mentioned which consulate your fiancee is going through so it is impossible to be accurate in responding.

I think it varies by consulate.
Sydney happily sent out packet 3 without any approval notice at all when we sent in a copy of our NOA-1 and asked for a provisional file to be opened, but will not do anything *else* until they have the approval directly from NVC (Sydney no longer will accept it from the applicant in any form).

You can do a lot more than opening a provisional file. I opened the provisional file, got the medical and vacinnations done and the police certificate.
The only thing left is the interview. This should save you about a month after the file arrives in the consulate.

Forgot to mention that I did all of that before the approval. The only thing left after the approval was the interview.

Medical before approval?
You got your medical before your approval?? I thought there were special forms to be completed for the medical and that the doctors required the documents from the consulate before they would do the medical? Does this vary by consulate as well? I'm in Canada.

They send it with Packet 3. You need to check with the consulate and if they don't do it as a usual practice, request them for a letter to do your medical. The proceedures are different in each consulates, so you will need to check.

They gave it to me with Packet 3. I didn't have to request it but you might want to send an e-mail or fax to them to ask them about this.

It might be a good idea to check about the medical report and the police report and find out whether you can do these before the approval. This will save you a month after the interview, depending on how fast the consulate is, and the only thing remaining will be the interview.

It varies by consulate, I'm sure... For Japan (for instance), from what I
have read and have been told by both Embassy staff and others who have
shared their experiences with me, you cannot get the police clearance
certificate without the authorization letter issued by the consulate (with
packet 3)... and it is a similar situation with the medical, as well.

Thanks! I faxed a letter to the embassy in Manila last night (along with a
copy of our first NOA) asking them to please send Janette the packet three
and provided her address and phone number. She is working on getting her
passport now and should have it within a few weeks.
I would like to get her medical and police certificate in advance too but I

for the medicals so I'm not sure if she can use a clinic in Davao where she
lives (far from Manila). I have to find out exactly what type of police

Correct, they wanted the original approval notice in Frankfurt to open a
provisional file. It had to be mailed in as a copy wasn't acceptable. They
return it during the interview.
