One stone, two bird?
I am to apply for AOS in march based on DV2003. I also need to "special
Register" at the INS Louisville, KY. It that something I could do the
same day? Do you foresee any problems?

You're applying for AOS in March based on DV? Isn't that risky? If
your application is still sitting in the pile at the end of September,
your eligibility for DV expires. And the last I heard, Louisville are
taking a full year to process adjustments.

, if your visa number is to become current in March, you can apply
now. But you'd be much better applying at a consulate in your home
country, because they are much less likely to sit on your paperwork
for (quite so many) months on end.
I'd suggest you talk to a lawyer pronto, because you could very well
lose that hard-won (!) visa.

Thanks for your reply.
I have repeatedly hear/read that the INS has special instructions to
give priority to lottery AOS applications, as in "expedited processing."
I surly hope that is true.
I read several stories about how contacting a congress person really
speeded things up. That is another thing I am counting on in case it
gets late.

Unfortunately, the document is not dated. I know that this used to be
the case few years back but could not find any reference for this still
being the case. I even asked an attorney and he said nope. It would be
nice if it wasn't so. do you have more links I could look at?
