What is the average timeline from NVC case complete to interview?

Based on the 8-10 months timescale, and the 5 months(ish) Chicago stage, I guess you can 3-5?

No. (And what do you mean "Chicago stage"? The Chicago lockbox is just a mailroom and check deposit operation, no petition processing goes on there.)
The OP asked for time from NVC case complete to interview, not the time from petition approval to interview. Getting through the NVC can take 2-3 months.

I'm confused. I though there were only 2 official stages. So the petition approval should only take 3 months or so then before it goes to NVC?

1. Petition phase (this includes filing the I-130 and getting I-130 approval). This stage takes about 5 months, I'd say, currently.
2. Visa phase (this includes NVC paperwork, medical, and attending the visa interview in the home country). This stage takes the rest of the time after the I-130 gets approved. Probably another 3 - 5 months or so.

The are only 2 stages, although I wouldn't classify them as "official". There's the petition stage and there's the visa application stage.

If your medicals is completed early, can you mail the London embassy requesting for an earlier interview date?

I believe that roughly 5 days after your medical is completed, it will be forwarded on to London Consulate and at that point they will give you an interview date. I am not yet to this point of the process so if this is incorrect, someone will be along soon to correct me.
