Notice of Rejection - Form I-130 - HELP HELP HELP !!

Hello, I live in the US and I just married a US Citizen. I submitted
forms I-130 and all supporting documentation. (Photos, Biographical
Info forms, birth and marriage certificates etc.). However, I just
recieved my package back in the mail with a "NOTICE OF REJECTION". The
notice says that they are unable to approve my status adjustment
application at this time because I have to submit for I-179 (Notice of
Approval) before submitting I-485. Could this be a mistake on behalf
of the INS officer that processed my package? I re-checked and all the
documentation is there. Also, the form I submitted was I-130 not
I-485. Please help. INS refunded my Check and all the documents I
originally sent to them. PLEASE HELP THIS IS VERY URGENT !!

If you did not submit Form I-485, and you sent the I-130 to the INS Service
Center for your residence, then INS apparently made a mistake. The INS
Service Center should have accepted the I-130 for filing.
If you sent the I-130 by itself to the INS district office for your
residence, then the wording sounds strange, but the INS district office
rejected it properly, because INS district offices do not adjudicate I-130s
filed by themselves.
By the way, why aren't you filing Form I-130 and I-485 together at your INS
district office? In most situations it is faster and more convenient.

If you did not submit Form I-485, and you sent the I-130 to the INS Service
Center for your residence, then INS apparently made a mistake. The INS
Service Center should have accepted the I-130 for filing.
If you sent the I-130 by itself to the INS district office for your
residence, then the wording sounds strange, but the INS district office
rejected it properly, because INS district offices do not adjudicate I-130s
filed by themselves.
By the way, why aren't you filing Form I-130 and I-485 together at your INS
district office? In most situations it is faster and more convenient.

Hope it doesnt happen to me when I do it.
I will file I130 and I485 at the same time.

Well, at this point all I submitted was form I-130 and all supporting
documents. I didn't know you could file for adjustment of status at
the same time you file I-130. Doesn't INS request for I-179 (Notice of
Approval) before they accept form I-485? If I can do both at the same
time, can you direct me to a website or can you provide all the
information needed (Forms and supporting documents) to file for both
forms? Please let me know....
