Non-availability of birth certificate dilemma
Hi guys, I have an I-130 pending and in the process of preparing all of the required Civil Documents. I'm wondering if anyone here has had any experience with dealing with a non-availability for a birth certificate: As I was born in London i'm fine, but the situation for my parents is a little more complex.
1) My mother's birth certificate has only her father's name on it - Should I get an additional affidavit signed by her mother? [My mother has dual nationality UK/Pakistan]
2) My father doesn't even have a birth certificate as India did not issue birth certificates before 2nd June 1969. Ordinarily I would get an affidavit and ask the embassy for a non certificate - But he is a citizen of Holland and surrendered his Indian passport back in the 70s. Any ideas on the best course of action?

An I-130 based on what? Marriage to a USC? USC relatives?

I assume they had you very late in life.
