Medicare Regulation

Medicare Regulation
This is loosely immigration related I hoped ( in a similar way to SSN and the like).
I am trying to find the regulation which concerns the fact that those eligible for Medicare on the grounds of end stage renal failure are, if receiving peritoneal diaysis as opposed to haemodialysis, entitled to coverage from Medicare from the date they started dialysis as opposed to being subject to a 3 month deferment period.
The national medicare helpline says no, my husband's Social Worker and Nephrologist says yes. Medicare should be picking up their share of the bill as secondary from day one. To be warned the Social Worker advised that the regulation regarding PD is not well known and we'd need to speak to a supervisor.
We are going to speak to our local office but it would be good to have the regulation in hand.
I'll go back to searching the regs now......
