Marriage or Fiance Visa/USA

I'm in a dilemna which I could use some advice from anyone who has experienced similar situations. Here is my situation:
I reside on the west coast near Seattle and am engaged to a Chinese woman. Our wish of course is to be together as soon as she can get to the U.S. (married or otherwise). I've heard that because of new homeland security regulations/bureaucracy, fiance visas for those applying from the west coast takes a bit longer than the rest of the country because of a backlog in Nebraska...up to 13 months to be exact. Of course this is unacceptable in my case. My questions are as follows:
1. How long are the fiance and marriage visas taking for those who live on the west coast (specifically Washington STATE)?
2. Pros & cons for marriage vs. fiance visas.
2. Any recommendations for a good law firm to help my fiance and me obtain the necessary visa?
