Default Living in seperate cities - where to get married?

Ingo et al.,

I asked the following question about getting married with specific
emphasis on the time it takes to get the work permit for an H1-B visa
holder:

    > QUESTION: You mention that there are some places where they authorize
    > the work permit the day you walk in - is that dependent on where you

And you indicated:

"Where you are residing, unfortunately."

Now - my fiance lives on the west coast, but will begin a job here in
Georgia in a couple of months - she must begin her job at a certain
time. If she currently lives in California (her local office has a
shorter processing time than the Atlanta office) but is planning to
move to Georgia (immediately after the marriage), can we still get
married in CA and take advantage of the shorter processing time there?
Or will the office in CA expect that she will remain there?

As I am new to this process, I have nothing to offer the newsgroup
except questions. I appreciate your expertise, and hope that others
may also benefit from this!
