K3 Visa.. who's eligible and how does it work?

I was just wondering if the new K-3 visa is already available for process? And if you can
apply for it while being on the US? I mean more like a change of status from B2 (Visitor)
to this new visa.
Also who can apply? I married a US citizen outside the US a little over a year ago..
What is the difference between getting this one, and adjusting for status (I-485 and
I-130).. Thanks.
