I have a question regarding the K-1 Visa: After the U.S. citizen
files the I-129F petition, and the process begins, can the foreign
fiance travel to the U.S. ??

There s no really YES or NO for this question,cuz it all depends from the officer at the POE.Itravelled 2 times to the US with our pending K1,without any problem at all!Good luck to you!!!!

It also depends on where your fiance is from. My fiance is from Peru and they don't give out tourist visas very easily, so he has not been able to come and visit me

have met in person 6 times. We have never been married, and we have
no kids from previous relationships.
We have set a date to get married in early October 2004, and we're
wondering as to when we should start the k1 Visa process, seeing as
some people seem to be waiting ages, but other stories Ive read make
it sound like just a few months will b sufficient. We want to plan a
big wedding, so when you consider the 90 period in which you must
marry following entry to the US, then the six month period prior to
that to actually travel to the USA, how far in advance of that should
we be thinking of filing the I129F? Thanks again.

If you are going through Vermont, you could have the visa by around May or June, but if you have to go through the other 3 centers, you could be pushing your limits on trying to be approved for an October wedding. Even if you are approved by May or June,the visa is good for six months, so your fiance does not have to travel to the US right away. And none of these timelines are 100% accurate. The Service Centers can speed up or slow down at will - so don't count on a quick approval based on how fast they are working now or have in the past.

For me it took 6 months to get the I-129F approved at Vermont some others it takes 2 months. It all is random.

I'm using California; though I can't tell you much because I just started my K1 last week. According to CSC they are on apps submitted as of June 11th, 2003.

See the US DOS website for procedures to file for a Nonimmigrant Tourist Visa:

You can also go to the website for the Lima Embassy (Consular Section ) to find out what they require and the procedures:
http://peru.usembassy.gov/wwwscni.shtml
As for going somewhere else, I couldn't tell you. You'd have to check with that country's Visa procedures.
