Default K-3 processing slow down

I am still upset about the 9/1/03 posting of stats from the NBC in Missouri.
started digging around and found something interesting.

The same slowdown happened last year. Here are the dates from 02

Post Date Processing Date
8/1/02 4/30/02
9/30/02 7/30/02
10/30/02 8/2/02
11/15/02 8/2/02
11/30/02 9/15/02
12/15/02 9/30/02

Notice there was essentialy no prgress from 9/30/02 to 11/15/02. What
happened during those 6 weeks. This year we've seen a steady progression
with the processing dates to the point where they were about 1 month behind
on 8/15/03, and now they post 4/17/03.

Does something happen there in September and October. My initial thoughts
were that this was about the time when everything was moved over to the
Department of Homeland Security. A major reorganization could definitely
brings things to a halt, but for six weeks.

Or, is this just a time when a lot of people apply. I haven't found any
data to support either conclusion.

I also found that they issued 4,575 K-3 Visas in FY03, and 1 in FY02. I
wonder what the number for this year will be. Unfortunately, I haven't seen
any monthly numbers on how many they are processing.

The new numbers should be out in the next few days. This waiting is killing
me. I was digging around and thought I'd share this data with anyone who is
interested.

Very interesting. Seems like they have come to a dead stop again this year doesn't it?

Still when they have been processing they have been going great guns. I am here to tell you that no matter what the K3 option beats sitting there the old way and having to wait for 130 approval. TSC has NOT moved on their date for 130s for two months and in the last 10 MONTHS has moved one month on current processing date...............

Thanks Cindy. I know that's true. Human nature I suppose, no matter what we have we want more. Never satisfied. I thank God every day for the K3 option, no matter how long it takes.

September 30th is the end of the fiscal year for the government, and therefore also for the INS/BCIS/USCIS.

For the visas that are issued in a limited number, September 30th marks the end of the year and any number that was not assigned is lost. October 1st is when the counter is set to 0.

Also, end of September is audit time at INS/BCIS/USCIS (where I think they are doing an "inventory" of their files). Files are assigned before the audit to the different officers who work on them during the audit, but there is no movement of files during the audit period.

So, there are a lot of causes for a slowdown at that period of time!

Still doesn't seem to me like a reason to slow down. All the same, the BCIS will find one way or another to be slow. They have such few people working on petitions. I don't understand why they can't hire more hands. I'm getting so impatient. This wait is starting to feel like a bad case of constipation.

Isn't this the time period that the Diversity Lottery is? Don't know how/what kind of effect this has on the centers....but, just a thought.

I know that causes a slow down at the consulates for the country of origin. (Apparently Morocco had a huge amount of lottery winners this year and the Casablanca consulate is behind because of it). But I can't see how this would effect Missouri, but maybe someone else has some ideas.

Yes, do a search under the word "audit" and read postings from that part of the year for the past couple of years.

I too am in the same boat. I have a receipt date of 20 August, 03. The I-797 said 90-180 days. The bcis online status says 60-90 days. The live people say it WILL be in about two months as if they have an ultimatum. Anyway I can understand no progress but to go backward by twenty weeks has me baffled. Your Government at work,,,gotta love it!!!
