My fiancee has twin daughter's age 7, according to her in the divorce decree it
states that she has full custody of the girls with him paying some child support.
Will her x husband have to sign a paper stating its ok for her to take the children
out of China to the USA even though she has full custody??????

If he does have to sign anything, it will be something the Chinese governement
requires for her to leave. (not for the US for her to come here)

One would think, that if he is fullfilling his responsibilities, that he has rights
that go along with them.
