Default Immigration of Spouse's family question

My wife currently has her 10yr G.C. and is awaiting naturalization.
She wants to bring two of her siblings over. The question is:

1.) Would it be better for her father to come over and get his
citizenship and then petitiion for the two siblings?

or

2.) Would it be better if she and I would fill out an affidavit of
suport on their behalf?

Once a person is naturalized, what is the process for bringing their
family over? If the kids ar over 21, do they have to go a different
route or can they still be linked to the naturalized citizen? Thanks.

Here are the categories as you do not give enough information to work out which they would fall in:

FAMILY-SPONSORED PREFERENCES

First: Unmarried Sons and Daughters of Citizens: 23,400 plus any numbers not required for fourth preference.

Second: Spouses and Children, and Unmarried Sons and Daughters of Permanent Residents: 114,200, plus the number (if any) by which the worldwide family preference level exceeds 226,000, and any unused first preference numbers:

A. Spouses and Children: 77% of the overall second preference limitation, of which 75% are exempt from the per-country limit;

B. Unmarried Sons and Daughters (21 years of age or older): 23% of the overall second preference limitation.

Third: Married Sons and Daughters of Citizens: 23,400, plus any numbers not required by first and second preferences.

Fourth: Brothers and Sisters of Adult Citizens: 65,000, plus any numbers not required by first three preferences.

1st is a lot quicker than 4th and its difficult to see that changing.

You could do it both ways and see what happens. In case father dies before getting citizenship, for example.

I don't know if it'd be better, but it'd probably be faster. Even so, the father would need to first be a PR. After he's in the US, it'll take a year or two for him to become a PR... after which he can apply for his other children. Once he naturalizes (and that'll take 5 years), the process will speed up considerably as the children would move into a different family category.
