I see the newer I-751 applications include the photo request (for 2, not 3
pictures).

I haven't seen the earlier version. I submitted the newest version of I-751
together with two passport style photos. I still got the letter about coming
in with photos and passport. I guess I'll see whether they want the photos
when I'm there.
