I 184 from UK?

I 184 from UK?
The US Embassy website says there's a special I 184 made for people not in the US, but I can't find it. Anyone know about this form? The regular one wants your income and work info, but we're in the UK and obviously don't have jobs in the US.
I'm American and my husband is British. I haven't even petitioned with the I-130 yet, still just looking into moving to the US as an option. Are our only options to either get jobs in the US while in the UK or have someone sponsor us financially? Or can we say 'we have savings to cover us for 6 months, during which time we'll look for jobs, and we do have degrees.' Do they go for that as well?
