Default I-130 sponsorship question

After looking a the Shusterman's site following their post on
newsletters, I noticed that on their I-130 section it said the visa can
be petitioned by a US Citizen OR lawful resident.

Have I been misinformed in the past (not by this newsgroup)?

I have a step-sister (same mother different father) who is legally Green
Carded and resident in the US. Can she petition me for an I-130?

That depends on the category.

No. To sponsor siblings, a person has to be a citizen (family category 4,
see http://travel.state.gov/visa/frvi_bulletin.html)
