In my opinion (and it's only an opinion), since the USC has already moved back to the USA and filed the I-130 stateside, the *easiest* way to go is to just let the I-130 process as is. In the meantime, as long as the UKC can show ties to the UK, he can come visit on the VWP for 90 days, then return to the UK to finish out the visa process. Their time apart would probably only be a few months overall. This is probably the way I'd go, if I were the OP. I might go ahead and file the I-129F as a backup to get the K-3, just in case the I-130 ends up taking too long.
