Please allow me to repay you with a minor correction (although an attorney might feel that it's more than minor) - visas are not for getting one from 'outside' to 'inside', they only get one from 'outside' to the 'boundary' (POE). At the POE, one presents their visa and requests permission to step 'inside'.
