Husband (finally) got EAD but paperwork sent to wrong office?

Default Husband (finally) got EAD but paperwork sent to wrong office?

Hello folks!
My husband finally finally finally got his EAD this week! (Timeline:
Married 1/21/02, Filed 2/16/02, Fingerprinted 3/02, then...nothing
nothing nothing ever since!)

He had to drive down to Los Angeles (over three hours away) with my
dad and there was a horrific line (he thinks more than 350 people!)
but somehow he managed to gain the sympathy of a security guard who
ushered him in before they closed (why do they close so EARLY at
3pm???)and was able to get processed right at the last minute so he
wouldn't have to do it all over again the next day...!
His shiny new EAD card says "issued 10/15/02" at the bottom, but it
was actually good starting from 3/25/02 (it expires 3/24/03). Why they
never sent it to us remains a mystery. We never received the AOS
receipt either, which seemed to trouble and perplex them at the Los
Angeles office too, apparently.

They told him, however, at the first window he went to, that his
paperwork was now in the SAN FRANCISCO office! (We live in the correct
county for the LOS ANGELES office to process us.) He didn't have time
to do any arguing or "fixing" as they were to close in 5 minutes and
he had to literally RUN downstairs to the basement to get his card. He
was the last person processed before they closed.

(Side note: My husband said that the majority of the people in line
were Hispanic and more "ethnic" than he, and that had he not been
"white" he most likely would not have received that special ushering
in (the INS people were very nice to him, he said; they felt sorry for
him having had to drive so far). He said the Hispanic people (mostly
Mexicans) were treated far more rudely than he was. Racism lives. Sad
sad sad...)

Anyway, I'm thinking my best course of action is to send out a letter
(via Fed Ex or Certified/Registered mail) to BOTH the LA and SF
offices to see where our paperwork is and get the "straight dope"
about what's going on, since we haven't heard anything.

Any other advice for this situation?

Thanks! (That little EAD card made us SOOOO happy! It's ridiculous but
it's like the first step to being "legit" or something! It's as if
we're being affirmed or recognized by the INS after all these months!
We totally celebrated!!!! Yay!)

I had the opposite problem when my file was transferred from Detroit to San Francisco... My file ended up in LA!

Anyway, it is really hard to get the INS to correct their mistakes, however blatant they are. If I were in your shoes, I would contact my congressperson, and ask them to sort everything out, especially if the LA office is far away and you don't feel like going there every week or so to check that the INS mistake has been corrected... The congressional staff is usually really nice, and helpful. Dealing directly with the INS when they are the ones to have made a mistake is a good recipe for making you run out of patience! Dealing with the congressperson would also be faster than writing to the INS. You can always pursue the two directions!
