I want to make sure my fiancee gets her packet 3 in saigon.

she lives with her sister and brother-in-law but her registered
address is at her parents in the province.

she has tried to get it changed with no luck.

I do not have much confidence in the mail getting to her parents
house.
how would be th best way to fill out lines #2 and # 16 for her?

I had a similar situation for my honey in Thailand , what I did is
attached an additional informatin sheet. In the answer area of number
2 and 16 Put "refer to the additional information sheet". then on the
sheet list where is she is currently living as her "current address"
and her registered address as her "permanent address" making a note
that her current address is where she is recieving her mail. make sure
you Detail on the sheet Answer to number2, ansere to number 16. Don't
forget to sign and date the addtional information sheet, and put your
SS number on it. Hope this helps
