Default Got conditional greencard instead of 10-year card

Well Marcia finally got her greencard in the mail. It took only a couple months
after the AOS interview (3/11/02) instead of the 9-11 months they said it might
take. They even spelled her name correctly. Unfortunately, Marcia got a conditional
greencard (CF1) even though we'd been married over 2 years by the date of our AOS
interview (since
10/29/99) (and even though at the interview we were told that Marcia would be
receiving the 10-year card and it says in her I-551 passport stamp that she
is "IF1" not "CF1").

So now what? Do we go to the local INS office (San Diego)? What exactly do we tell
them? What forms need to be filled out? Is there any fee involved? What evidence do
we need to bring or is her passport and conditional greencard sufficient? Will they
take her new card from her (leaving her with only the stamp again) when they order
the replacement?

Thank you for your help!

Mark (U.S.) & Marcia (Brazil) (who thought they were done with the INS for a
while at least)

First check the "resident since" date on the card. What does it say? It *should* be
the same date as the interview if that was when permanent residence was granted.
Perhaps they accidentally got that date wrong or perhaps there was a retroactive
approval (though I've only seen one of those before in some very weird
circumstances).

Anyway, assuming that the date is correct and it really is two years > than the
second wedding anniversary then a trip to San Diego is in order. The form is I-90 and
doesn't require a fee when it's because of an INS error:
