Is G-325A, Biographic information for GC required for everyone? what about children under 12 years old?

Seeing that the purpose of the form is to provide "the USCIS with information necessary to process immigration applications and petitions. The purpose of Form G-325A is to establish the eligibility for the immigration benefit you are seeking", I would conclude that all applicants have to fill it in.
