Default Form I-130

I am US citizen and would like to get green cards for my parents (they are abroad). I
know the standard procedure, but was wondering if anyone has heard/done this: go back
to the country where the parents live and file petition and the rest of the documents
at the local consulate - supposedly this shortens a lot the time it takes to get the
petition approved and the visa too, compared to if you just send Form I-130 to the
ins service center, which can be atleast 6 months plus the processing time at the
local consulate. Is it possible at all to file everything just at the local
consulate?? thanks a lot!
