Follow-to-join again
How long does it usually take for the follow-to-join process
to be complete (i.e the spouse of the Permanent residence gets the GC)
And is it possible to travel to the US after the application has been filed
but before the GC has been received, using an existing B2 visa?

I don't know the answer to the first question, but would guess that it
will be a few months.
You should NOT travel to the US with a B-2 visa. You may end up getting
admitted, but there is a good chance that you will be denied admission
because of demonstrated immigration intent.
