Certified letter return receipt.No receipt from Palm Beach or NBC. Is
the certified letter rerturn receipt valid or must my wife leave after
the 90 days when visa expires? should we refile?

It's valid, you just didn't get a receipt from them, it happens all the time. Don't worry, relax, and get used to the wait
