If she's in the country legally she should just go get a driving license.
Show her UK license, take the written test and get a license in a US State.

Depends on the state though don't it, most require you to take a full test so doesn't matter about a UK license...and most states require an SSN to get a license.

Well then get a SSN first. If you don't know how just ask the nearest
Mexican :o)
