MY FIANCEE FROM USA WE PROCEED OUR FORMS FOR INS THERE ON US WE MET
ON INTRNET 6TH JUNE 2003 WE NEVER MET ON PERSON WE USE ICQ FIRST THEN
MSN THEN TALK ON PHONE AND CELL PHONE THEN YAHOO THEN WE USE WEBCAM
NOW WE PROCEED OUR FORMS ON 6 JAN 2004 AND THEY SENT US LETTER TELL US
THAT PROCCED TAKE 150 TO 180 DAYS FOR APPROVAL MY QUATION IS
....---------------------------------------------
THEY CAN GIVE US APPROVAL WITHOUT WE NEVER MET ON PERSON EVEN ONE TIME
ALSO WE HAVE HIGH PHONES BILLS PROVE THAT WE TALK EACH OTHER MORE THAN
$8000?????
OR THEY WILL DENY APPROVAL FOR US PLEASE WE WANT TO KNOW OUR FATE

From my understandin from talking to the INS (me and my wife met the same
way and didn't met till a few days before we ran off and eloped) they're
getting used to this sort of thing more and more. however if you doing the
K-1 fiance visa route, then yeah you'ev had to met in the last two years or
so.

Me and my wife weren't even planning on staying in the USA-- hell i sold
everything I own-- but ended up staying because of her being preggers with
son. We didn't even know anythingabout INS or imiigration crap till a
family member told we might want to check in on it and see if we needed to
file anything.

Your chances of approval without having met are slim and none.

P.S. Should have spent some of that $8000.00 on a plane ticket.

specifically you should read this:

Who is Eligible?

U.S. citizens who will be getting married to a foreign national in the United States may petition for a fiancé(e) classification (K-1) for their fiancé(e). You and your fiancé(e) must be free to marry. This means that both of you are unmarried, or that any previous marriages have ended through divorce, annulment or death. You must also have met with your fiancé(e) in person within the last two years before filing for the fiancé(e) visa. This requirement can be waived only if meeting your fiancé(e) in person would violate long-established customs, or if meeting your fiancé(e) would create extreme hardship for you. You and your fiancé(e) must marry within 90 days of your fiancé(e) entering the United States.

the most important sentence is:

You must also have met with your fiancé(e) in person within the last two years before filing for the fiancé(e) visa.

the keyword for your case would be: before

share this information with your fiance so that you both can proceed with the correct order of things and avoid lengthy delays in your processing or worse yet to be denied the visa.

First, fix your caps lock key, it seems to be stuck in the on position.
Second.. Why do you think you will be exempt from a rule that clearly
indicates you must have met in person? Unless it is forbidden by your
religion, and you can prove it, then your fiancé will not get the visa.

The last time someone posted here about it being prohibited due to
culture or religion, they indicated that when the visa was approved,
they would go to their fiancé's country to bring her to the US.
This, of course, meant there was nothing forbidding them from meeting
before the marriage. If you have already filed the I-129F, then you have
wasted more money..

Why have you NOT met in person? Have you considered a cheaper phone
plan?

hi tiger.
first of all please dont use capital letters when typing, that is considered shouting.

and for your case, i believe one of the circumstances INS set for the k1 filer is, you have to meet face to face, within the 2 years of your filing. i never read any couple that never met in this NG that succeeds in getting INS approval.

second, since you havent met in person, you wont be having enough evidence of relationship. my suggestion is, cut back the phone conversation, use that money to buy plane ticket to meet and a camera. while you are there, take alot of pics of you two!

believe me, it takes more than 8000 dollar worth of phone bills to marry someone. there are things that cant be found in internet and phone line. you will find more about your sweetheart face to face. learn her/his daily behaviour. his/her attitude.

I think they need to rewrite this to say "have been in the presence
of".... "at least one time in the last two years". The word "met" is
often confused with "first met" and "within the last two years" confuses
people to think they had to have first met within the 2 years.

I don't subscribe completely to this line of thought, myself. Me and my
wife lived together about 4 days after we first met face to face before we
eloped-- we had originally planned to live together for a couple of months,
get married, and get married on the move back to Canada. And the thing was
that there really wasn't any real surprise for us in terms of personality
and habits that we hadn't expected. I think the biggest thing I had to get
used to, and still have toruble with some days, is that I a massive bed hog.
I want all the covers ;-) But then again, we had chatted online and over
the phone for almost six years before we started dating online and before
she came to see me in Tennessee.

The only way, as I understand it, is that you live in a war zone or other
dire religious situation to get a waiver for having met. Say you live with
cannibals that eat all outsiders as they come in. It has to be provable that
it is an extreme hardship to meet.
Make plans to meet. It is the best way. Where are you and where is your
fiancé? There are many travel agents that have good cheap tickets.

The problem I see when I read the OP's post is that they have already sent a petition (I-129F) off the to a service center and gotten their first NOA.

Chances are, when the case is looked at more closely, the USCIS will do one of two things (or both). They might first get an RFE asking for proof of having met in person or evidence as to why they couldn't meet in person (religious, extreme hardship, etc). The other and/or perhaps second thing that will happen is the petition will be denied.

Most likely the OP and their fiancé(e) will have to file the I-129F again...only this time AFTER having met. It is part of the criteria for filing and a little reading of the form itself tells a person that right away quite clearly.

Your first receipt (NOA1) is not saying that they approve of your application, it's just a receipt. The second notice you'll receive (NOA2) is the approval and then you get your interview date after that. There may be a letter saying they need more information (an RFE) because you haven't met. NOW is the time to meet and quick!! You may be able to fix that, but I'm not really sure. If you get married now, you will cancel the K-1 and have to file a K-3...it's a whole different ballgame.
Be on the look-out for the RFE and good luck! Sounds like you'll need it

Please before you post again turn off your CAP LOCK key as someone already noted for you. Your english and vocab is not so good and you make it worse by using all caps. Let me re-iterate you do need to meet in person. No way out of that. It is not only to benefit INS but for your own good. there is more to a person that cannot be determined via webcam, yahoo, IM's, email and phone call. Nothing, but nothing can take the place of a one on one inperson face to face, meeting.
Body landguage, facial expression, physical contact (not necesarily sexual in nature) are all aspects that are not viable any other way.
Outside of religious reason or extremem hardship, your chances are slim of getting an approval. I'm curious also, why did you not meet yet?? aren't you concerned with what this person your going to spend the rest of your life with is really like?? I'd be.

Hey!!

Have you read the instructions for K1??
It clearly states that you have to meet in order to qualify for K1.
Sorry but if you guys don't meet by the time the USCIS sends the RFE (Which I am sure they will), you will have to submit a new I-129
