Is there an email address we can use to communicate with the consulate (or

There is no e-mail addy at US consulate Manila, they don't even response on
anything. The best is call them but it will cost you $6.00 per minute.

Why $6 per minute.
Can you fiance call the 1-909-101-0011 number?
The cost is 25 pesos per day accorinding to:
Or you can call this number from the US
(632) 523-1001, Ext. 2224
I don't think it would cost $6 per minute unless you don't have an
international telephone plan.

Well that's the scam system the Manila embassy had set up to call from outside
the Philippines. It was a $6.00 service fee per call, plus whatever per minute
phone rate you were paying. The Manila Website doesn't saying anything about
the call fee anymore, so they might have discontinued the fee.

Why? How? I pay 19 cents to call the Philippines.

That's still not really $6 per minute, unless they only talk for one
minute.
I would also like to assume that anyone with a fiancé in PI would found
a decent LD rate.
