Default DS-230's returned?

Hi,

Reading through the forum I got the indication that the DS-230 p1's could be sent as soon as the approved I-130 letter is received. The embassy website is not utterly black and white but did seem to suggest that you hold back the DS-230 until the case number is received.

Anyway we sent them out early and are still awaiting the case number (having received the approval of I-130's June 7th). The DS-230's were returned today as a case number hasn't been assigned.

I just want to make sure that this is because we have sent the DS230's too early and NOT because we have dropped off the radar regarding case numbers!!

If NVC has not yet assigned a case number, then the DS-230s were returned because the embassy does not yet have a case number.
