Just filling out the DS-156 and there is a space for a photo...do I send a
photo in attached when I return my packet 3?

Which consulate are you going through? If you're going through London, they don't want any of the documentation ahead of time---just the forms and the checklist back showing that you have everything in preparation for the interview. Bring the pics to the interview.
