DS-117 Re-entry Permit Processing Time

I applied for a re-entry permit via a DS-117 form for my family members.
Does anyone know how long it takes to process?
I applied in June 2006. Have called the US embassy in London several times and had little success until my last call 10 days ago. A helpful person said I needed to submit an email to a consular mail address with a code in the subject line.
I received an auto response email from the Consular office saying they would answer my question within 2 working days. I was also not to send another repeat email asking the same question otherwise my initial enquiry may be cancelled (auto email detect function I guess). This does not seem very satisfactory - Americans are generally very efficient. However the helpdesk does appear to be staffed by local staff in London.
I am stuck! Does anyone know how I can find out whether:
a). The embassy ever received my initial application packet (with supporting docs, tax return, etc..
b) Whether it has become lost between departments (there seem to be several functional groups)
c) How long it takes and who decides the outcome of a DS-117 / SB-1 application.
Any insight would be most welcome.
I am ok, I keep my green card active and travel frequently between US and UK. However my wife and daughters are stuck. I did not want to risk them having their green cards confiscated upon re-entry to the US. However going through the legal process has already added a further 6 months to their 24 months outside the US. I am at my wits end!

Why do you think they have lawyers.
But wondering how the OP is maintaing own PR status, or perhaps US Immigration have not yet twigged they have left the US.
