Default CR-1 VISa NOT in passport - but separate?

My wife says her CR-1 she just got was NOT pasted into her passport but was instead a separate item inside the "secret" envelope?

Never read this fact before. Is this something new?

Yes that is what he is saying. SOP = Standard Operating Procedures

She will have the visa activated at the POE when she first comes into the US. At that point they will take the envelope, stamp her passport with an I-551, determine where the greencard is to be sent and send her on her way. Within 3 to 12 months, the greencard will be mailed to her.

Ahhh...thanks so much people!!

Sorry I didn't pick up on the SOP thing. LOL! We have many initials for things in my line of work but I never came across that one.
